An application overlay defines the scope in which business users can implement business changes, such as managing actions or modifying business rules, to adjust the application to constantly changing business conditions.

During the Business Operations Environment (BOE) setup and the initial migration of the application overlay, the System Architect, with the help of a Lead Decisioning Architect, adds the set of rules to the application overlay to include rules in the revision management.
